On June 27th, 2023, the Party Committee of the Shanghai Emergency Management Bureau held the work safety study exchange seminar about the study and implementation of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era in Theme Education Theory Learning Center Group. Ma Jianhong, secretary of the Party Committee and director of the Bureau,presided over the seminar. At the seminar, Prof. Zhao Laijun, dean of the Business School and executive dean of the School of Intelligent Emergency Management of USST, analysed how to enhancepublic safety governance from the perspective of "system" and made a speech on the theme of "Solving the Problem of Work Safety with the Key of"System".
Zhao Laijun said that Xi Jinping Thoughts on Socialism with Chinese Characteristics for a New Era is an important thought and theory to guide us to do a good job in work safety, emergency management, disaster prevention and control, and the important speeches and instructions of General Secretary Xi on work safety, and important discussions on "system engineering", "systems thinking" and "system concept" are important guiding ideology and theoretical methods to guide work safety, the reform and development of emergency management and the improvement of the urban safety work.
He started from the important discussions of General Secretary Xi on work safety since the 18th CPC National Congress and the important discussions on "system engineering", "systems thinking", "system concept", etc., explained the connotation understanding of "system", "complex system", "system engineering" and "systems science". He analysed the mechanism of disasters from the perspective of complex systems through typical accidents such as Tailings Dam Failure and combined his previous research results to analyse the causes of hazardous chemical accidents in China from the perspective of complex systems. Finally, he proposed systematic thinking and path methods to improve work safety governance from the view of system resilience.

The team members, division chief and deputy division chiefs, the leading team members of the Law Enforcement Corps and the Public Institutions (Associations) directly under the Shanghai Emergency Management Bureau focused on the theme of work safety, conducted in-depth discussions and exchanges closely combined work responsibilities and research based on carefully studying Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era.
Finally, Ma Jianhong commented on Zhao Laijun's report; he said that Prof. Zhao Laijun made a good report on General Secretary Xi's series of important speeches on emergency management, work safety, disaster prevention and reduction, systems thinking and system concept, as well as combined with typical cases, from different perspectives to analyse the mechanism and causes of work safety accidents, which has greatly inspired and benefited a lot on "how to improve work safety". Ma Jianhong also commented on the speeches of other leaders, summarised the city's work safety in the first half of this year, and deployed the work of the city's work safety in the next stage.
