As a veritable steel caravan, the CHINA RAILWAY Express connecting Asia and Europe has effectively guaranteed the stability and smoothness of the international industrial chain and supply chain, promoted regional common development, added more momentum to the joint construction of the Belt and Road cooperation, and brought more benefits to the people of countries along the line. To promote the high-quality development of the CHINA RAILWAY Express land-based channel and better enhance the resilience of the global industrial chain and supply chain, the following measures can be further taken:
The development plan is first. Undertake the “CHINA RAILWAY Express Construction and Development Plan (2016-2020)”, formulate and promulgate new development plans as soon as possible, and provide top-level design and directional guidance for the high-quality development of CHINA RAILWAY Express.
Optimize the train operation mode. Focus on the construction of the CHINA RAILWAY Express collection and distribution center in the departure place of the train with railway container center station, free trade pilot zone, and large local industrial support and logistics demand, so as to promote the gathering of surrounding goods to the collection and distribution center, and the intensive operation of goods after the collection and distribution.
Improve the efficiency of train operation. China will increase the infrastructure construction of the exit port, increase the transportation capacity, popularize the application of regional electronic customs clearance mode, and improve the operation efficiency of the domestic section of the train. Strengthen the coordination and cooperation with the countries along the international intermodal transport, improve the efficiency of container transfer and customs clearance at the railway stations of the countries along the route, and jointly improve the efficiency of the entire operation of the express.
Formulate new rules for land trade. In combination with the international trade practice of the the Belt and Road, formulate new rules for land trade, such as the Eurasian Convention on International Land Transport of Goods. Through legislation at the international and regional level, promote to form the customary law of the effectiveness of the real right of bill of lading for multi-model transportation for the Eurasian region based on the system practice of CHINA RAILWAY Express, and promote the integration of documents and trade rules of sea-rail multimodal transit trade.
