On November 5, 2020, the National MPA Dean's Work Conference was held in Fuzhou. The conference was hosted by the National Steering Committee for Postgraduate Education of Public Administration (hereinafter referred to as the Education Committee) and hosted by the School of Economics and Management Fuzhou University. More than 400 people attended the meeting, including the leaders of the Ministry of Education, the Academic Degrees Office, relevant departments of Fujian Province, all the members of the Fourth Education Commission, and the heads and representatives of various training units.
Comrade Fu Xingguo, Chairman of the Fourth Education Commission, delivered an important speech focusing on implementing the spirit of the Fifth Plenary Session of the 19th CPC Central Committee and promoting the high-quality development of MPA education in the new era. He fully affirmed the good development trend of MPA education in China from five aspects, and pointed out that it is necessary to thoroughly study and implement the spirit of the Fifth Plenary Session of the 19th CPC Central Committee, arm the mind with Xi Jinping's socialism with Chinese characteristics in the new era, and take the ability of MPA graduate students as the main goal of MPA education, further improve the key content of MPA teaching, find ways to promote the reform and innovation of MPA education, and realize the 14th Five-Year Plan and the long-term goal of 2035.
Comrade Hong Dayong, director of the Department of Degree Management and Postgraduate Education of the Ministry of Education and deputy director of the Academic Degrees Committee Office of the State Council, focused on implementing the spirit of the National Conference on Postgraduate Education and the requirements of postgraduate education in the new era, pointed out that MPA education should always adhere to the correct direction of running schools, be more precise in service needs, and persist in deepening reforms, so as to promote the high-quality development of MPA education.
Comrade Liu Wei, the first deputy director of the Education Commission and the president of Renmin University of China, put forward specific opinions on promoting postgraduate education of public administration major in the new era from three aspects: persisting in not forgetting the original, persisting in absorbing foreign countries and persisting in facing the future. He said that Renmin University of China will continue to fully support the work of the Secretariat of the Education Commission.
Comrade Yang Xianjin, member of the Standing Committee of Fujian Provincial Committee and the Minister of Organization of the Communist Party of China, introduced the MPA education in Fujian Province, saying that Fujian Province will thoroughly study and implement General Secretary Xi Jinping's important exposition on education and further increase its support for MPA education. Comrade Zhang Tianming, secretary of the Party Committee of Fuzhou University, gave a welcome speech on behalf of Fuzhou University, introducing the running situation of Fuzhou University and a series of achievements of MPA education.
After that, the award ceremony of the 4th China Postgraduate Public Management Case Competition was held.
In the second stage of the morning meeting, Comrade Hao Tongliang made a special report on Curriculum Tutor based on the important documents recently released by the Ministry of Education, and expounded how to do a good job in postgraduate training from the two dimensions of curriculum and tutor. Comrade Yang Kaifeng made a report on the work of the Education Commission in the academic year of 2019-2020. He introduced a great deal of work and research carried out by MPA training units, teachers and students in fighting the epidemic situation, and the overall situation of MPA education development in recent years. He also made a summary of MPA education work in the academic year of 2019-2020 and an MPA education work plan in the academic year of 2020-2021.
On the afternoon of November 4th, the conference also held two special seminars, emergency management professional direction and curriculum construction and MPA teaching reform under the background of big data and artificial intelligence. Representatives from Renmin University of China and other institutions shared their experience in running schools, and the participants interacted around the theme of the seminars. We have fully listened to the opinions of all parties, conducted in-depth discussions around relevant major issues, summarized our work, assigned tasks and achieved complete success.
Professor Zhao Laijun, Dean of The Business School, Director of Professional Degree Education Center, and Professor Che Liping, Director of MPA Project, were invited to attend the meeting. At the group meeting, President Zhao made an exchange speech on the discipline construction of emergency management, actively participating in the construction of emergency management system, and giving advice and suggestions to government departments for public emergencies. Combining with the specific practice of the University of Shanghai for Science & Technology, Director Che conducted in-depth discussions and exchanges on MPA education development and teaching reform.
On the afternoon of November 5th, the delegates were divided into 10 groups, which discussed in depth the speech of Chairman Fu Xingguo and the speeches of relevant comrads, the work report of the Education Commission, the development and reform of MPA education, and reported specific suggestions to the General Assembly. Secretary-General Yang Kaifeng responded to relevant questions and made a summary of the meeting.
