Reporter: At present, what are the main problems with the difficulty of resuming work for Chinese enterprises under the influence of the epidemic?

Zhao Laijun: The epidemic has already affected all walks of life in our country. With the end of the extended holiday for the Spring Festival, many companies are facing difficulties in resuming work. This is due to both government management and the company’s own reasons.

First, let’s talk about the main problems in government management. First, some places have adopted excessive anti-epidemic measures, and there is a phenomenon of “only care for the dead and ignore development”. Second, some places have not yet changed the “one size fits all” approach to epidemic prevention. Third, the conditions for resuming work in some places are too strict. Fourth, there is a lack of convergence between the resumption policies of different places.

In addition, there are problems with the company itself. Recently, companies may face tensions in labor-management relations, retaliatory rebound in production capacity, and rising cost pressures after the company resumes work and production. Specifically, first, the overall market demand has shrunk, resulting in insufficient motivation to start construction. The second is that strict epidemic prevention measures have caused difficulties for enterprises to employ labor and materials. Third, the industrial chain has not yet fully recovered, and it is difficult for node companies to resume work. Fourth, some employees are not willing to resume work.

Reporter: How to properly deal with the practical problems of some enterprises that are difficult to resume work under the influence of the epidemic?

Zhao Laijun: At present, the resumption of work and production is imminent. From the survey of various regions and enterprises, at present, all regions and departments and related enterprises in our country, especially in non-severe epidemic areas, must use a high sense of responsibility and mission to change their work thinking, and unify thinking and actions to the latest decision-making deployment of the central government. on. In accordance with the principles of science, rationality, moderation, and effectiveness, we must be practical, dare to act, and dare to take responsibility. Avoid excessive, ineffective, and formal epidemic prevention measures, formulate and implement targeted border epidemic prevention and border production measures as soon as possible, and promptly solve enterprises. Problems in the resumption of work should be resumed as soon as possible.

Specifically, provinces, cities, and counties should formulate measures and plans to encourage enterprises to resume work according to local conditions according to the local epidemic situation, and refrain from implementing a “one size fits all” policy for the whole province, city, and county. All regions should make overall plans for classifying and batching resumption of work, strengthen coordination among provinces, cities, and counties, and strengthen communication with higher-level transportation departments, development and reform commissions, industry and information commissions, commerce commissions and other functional departments. Set off, do an orderly and safe flow of personnel and materials.

All kinds of enterprises should be promoted to resume work in an orderly manner. In addition to epidemic prevention and control, energy supply, transportation and logistics, urban and rural operations, production of daily necessities such as medical supplies and food, feed production, market circulation and sales, etc., enterprises involved in important national economy and people’s livelihood should resume work immediately. Support other enterprises that meet the conditions for epidemic prevention to resume work in an orderly manner.

In terms of policy formulation, fiscal, taxation, and financial policy support for enterprises should be increased to reduce the impact of the epidemic on enterprises, with particular emphasis on increasing support for small, medium and micro enterprises and enterprises severely affected by the epidemic. In addition to the inclusive support policy at the national level, each region should introduce targeted support policies based on the actual situation in the region.

For enterprises themselves, first of all, enterprises should strengthen communication and coordination with upstream and downstream enterprises in the industrial chain during extraordinary times, promote the normal operation of the industrial chain, and release market demand. Secondly, the epidemic may have a certain impact on my country’s domestic market demand. Enterprises should pay more attention to expanding the international market, alleviate the impact of the shrinking domestic market demand, and continue to consolidate China’s “world manufacturing center” status. Finally, in the process of resuming work and production, companies should also further enhance their ability to prevent and control the epidemic to prevent clusters of epidemics.
